The history of certification (or credentialing) in California is a long one and all prior attempts have failed because no state agency wanted to take it on and the Legislature was not inclined to create a new one.  I am told that the ABA Section of Dispute Resolution determined a couple of years ago that a national credentialing program was not feasible.  So we will watch and see where this goes.]]></description>
